Jovan Franco — Technology and AI Transformation Leader
Executive ProfileJF · 2026

Jovan Franco (Jovan Omar Franco Martínez) is a senior technology transformation leader with 15+ years of experience across enterprise infrastructure, cloud, cybersecurity, AI governance, IT operations and modernization initiatives in LATAM. He currently leads IT operations and transformation initiatives across a regional LATAM scope, partnering with teams in LATAM, the US and India to align infrastructure strategy, resilience, cost optimization and execution with business priorities.

His career includes regional LATAM IT leadership at NielsenIQ/Nielsen across 16 named LATAM countries (3 direct reports, with sustained matrix/functional coordination across global infrastructure support teams) and technical, presales and delivery leadership at Econocom (prior coordination of an approximately 18-person technical delivery organization across enterprise banking engagements including BBVA Bancomer and Santander). He is also the Founder of Aloria, an AI-native enterprise software company, with software and IP assets packaged and publicly positioned for strategic acquisition. At its technical center is AAR — Aloria Agent Runtime, an in-development governed agentic runtime for identity, memory, policy, human authority, provider routing, multi-agent coordination and evidence; it is not presented as Gold, production-ready, enterprise-certified or production-proven.

"Technology earns its seat at the executive table when it is measured in resilience, risk reduction and value delivered - not in tools deployed."

Leadership + Execution

I also build the systems I design.

Enterprise transformation often fails in the gap between strategy and execution. My product work explores that gap by translating governance models, business processes and executive decisions into working software systems.

These products do not replace my enterprise leadership experience. They demonstrate my ability to move from strategy and operating-model design into architecture, product design and execution.

Leadership Model

How I approach technology transformation

The same principles connect enterprise leadership, AI governance and product execution.

01

Business first

Technology should solve an operational or strategic problem, not exist for its own sake.

02

Governance by design

Authority, accountability, risk and evidence should be built into the operating model.

03

AI with boundaries

AI can assist reasoning and execution, but consequential authority must remain explicit.

04

Evidence over assumptions

Unknown, simulated and planned states should not be represented as verified outcomes.

05

Execution matters

Strategy becomes valuable when it survives implementation, operations and change.

11 Career Impact

Business outcomes, not technology for technology's sake.

Six outcomes that recur across mandates - measured the way the executive team measures the business.
